Use the rope (provided) to propel down the cliff to secluded beach. The tidal pools are not as rich as it was back in the 2000's but one can still find plenty of crabs and sea anemones.

The City of Tijuana has cleaned up and tries hard to make it a tourist destination for Americans. I feel it's safer to avoid driving into Mexico and stay only in Tijuana. Direction: (1) Drive to the boarder and park your car in one of the large parking lots. Or (2) Park in DownTown and take the trolley to the TIjuana station. Follow the signs to cross into Tijuana. Do not take any taxi the best way is to just walk. Use Google maps to guide you to Avenida Revolucion.
