To reach Brussels the train is the best solution. Be carreful that the latest train going back to Halle runs around 23:30 (go to http://sncb.be).
The bus is more complicated, you can take "De Lijn" to travel in the flamish side of the country and "TEC" to reach the french side (available in Halle since we are in the flamish side on the border with the french side).
Brussels runs its own public transport company in the city called "STIB - MIVB", this one is not available at Halle Station but very usefull in Brussels itself (http://stib.be).
